The process should have worked like this:

1. Orders are received 12 months prior for overseas duties.

2. You must complete the medical and personnel screening for overseas duty for member and dependents within 30 days of receipt of orders.

3. Once the medical/personnel screening is complete 鈥?he returns it to his servicing PSD/PSA or unit personnel office.

4. Personnel office issues a request for the Family Dependent Entry Approval.

5. The gaining command processes this through the regional commander (like CNFJ).

6. You get a copy of the FDEA and can make your travel reservations.

If this is not what happened, it sounds like your husband or his old command made a big mistake. If he deliberately failed to finish the FDEA paperwork before transferring, then you might be stuck for at least a year before joining him. However, if it was not his fault, he should work with his current chain of command to get you鈥檙e your FDEA and flight tickets.

I almost got screwed this last time coming to Japan as my orders were issued 4 months prior to my report date, which is way late. Then my PSD sat on my completed paperwork for a month without the FDEA. However, my wife is a Japanese national, so she entered the country as a citizen and did not need the FDEA. It is still required to receive full allowances.

If you fly to meet your husband in Japan without the FDEA, then you can only stay on a tourist visa and must leave the country when it expires, else you may be deported. He needs to start working with his chain of command right now.

Which base/command was he assigned to in Japan?
Did he request that you be able to go after he arrived? They don't have to approve it if he didn't. Was it an accompanied tour?

Ask him for the details, then ask his command the normal procedure. He may not be able to get you over there.
